Funding to fix the system

Each of these small systems has been neglected over years. The cost to repair and replace operational and delivery systems is extensive. Customers cannot afford to do it alone. It will take grants and loans, and it will take some time to identify, apply for, plan, design, and build a water supply system that provides the water quality and reliability that all Texans deserve.

While this is not final, here’s an idea of the work to be done that we know of at this time.

In most cases, the standard is a maximum contaminant level (MCL). The MCL is the maximum level allowed of a contaminant in water that is delivered to any user of a public water system.

PFAS are man-made chemicals that have been used in industry and consumer products worldwide since the 1940s. They have been used to make nonstick cookware, water-repellent clothing, stain-resistant fabrics and carpets, some cosmetics, some firefighting foams, and products that resist grease, water, and oil. They are in our water and in freshwater fish throughout the country.

Town North Village

The project involves the planning, design, and implementation of rehabilitation and replacement, if necessary, of the existing treatment system damaged in winter storm Uri in 2021. The project also investigates options of interconnection with other PWS to provide blended water.

Winter Storm Uri badly damaged the treatment system used to remove fluoride and arsenic from groundwater wells serving the PWS and badly damaged the treatment system, and it has not been in operation for over a year. MCL limits for fluoride, arsenic, nitrate, and selenium have been exceeded.

Urgent Need – Securing Safe Water Initiative funds requested to meet primary drinking water MCLs.

Town North Estates

The project involves the planning, design, and implementation of rehabilitation and replacement, if necessary, of the existing treatment system damaged in winter storm Uri in 2021.

Interconnection with nearby utilities may l be explored as a more resilient long-term supply solution. An asset management plan will be completed.

Winter storm Uri badly damaged the treatment system used to remove fluoride and arsenic from groundwater wells serving the PWS. The treatment system also seemed to lower combined uranium levels. Winter storm URI badly damaged the treatment system, and it has not been in operation for over a year. MCL limits for uranium, fluoride, and arsenic are being exceeded. Current options are to explore rehabilitation of the existing treatment system, design work to update the existing treatment system with newer technology, or work with nearby facilities to purchase water for blending.

Cox Addition

The project involves the planning, design, and implementation of rehabilitation and replacement, if necessary, of the existing adsorption system damaged in winter storm Uri in 2021. Interconnection with Lubbock will be explored as a more resilient long-term supply. An additional storage tank is needed. An asset management plan will be completed.

Winter storm Uri badly damaged the filtration system, and it has not been in operation for over a year. MCL limits for fluoride and arsenic are being exceeded. Current options are to explore rehabilitation of the existing filtration system, design work to update the existing filtration system with newer technology, or work with nearby facilities to purchase water for blending.

Plott Acres

The project involves the planning, design, and implementation of rehabilitation and replacement, if necessary, of the existing adsorption system required to meet primary drinking water MCLs damaged in winter storm Uri in 2021. Interconnection with nearby utilities may be explored as the best long-term alternative. The US Air Force has provided bottled water to Plott Acres customers due to a PFAS plume, and testing of the two wells is ongoing. If transmission funds allow, service will be offered to private wells.

An additional storage tank is needed. An asset management plan will be completed.

PFAS from operations at Reese AFB have exceeded levels in the groundwater supply, so other resources may be available.

Plott Acres well two is located within an easement on abandoned property. Land acquisition is included to allow the addition of storage and treatment at that location and to better protect the well source.
